A Hallandale Beach man wanted on vehicular homicide charges stemming from a fatal crash on I-95 has been arrested in California. According to the Florida Highway Patrol, which obtained an arrest warrant last week, Jacob Payne was arrested at 11:15 p.m. Thursday night by the City of San Diego Police Department.
